Building Inspector / Code Enforcement Officer : Keith Crowley A letter from the desk of, Keith Crowley Hello Trainer Residents let me introduce myself. My name is Keith Crowley, and on September, 2006 I was hired by the Trainer Borough as the Building Inspector and Code Enforcement Officer. One of goals is to work help make the Trainer Borough a great town to be proud of and to reside in. First let me assure you that we have cracked down on the rental properties to where it is the landlords responsibility to make sure that their properties are kept up and clean. If any resident(s) is aware of a rental property that is not following the Boroughs rules please let us know and we will do what we can within what the law allows. In saying this the homeowners also have to follow the same rules if we want this to work, here are some pointers. The Borough has certain Ordinances in place that we are required to follow: No Trash, Junk or Debris can be accumulated on your property this draws rodents and mosquitoes and we are aware of the West Nile Virus. When putting you trash out on the curb all cans must have lids, do not put trash out in bags, to secure you cans from animals please make sure cans have lids and if you have to put something heavy on the lid to keep it secure. Bulk Trash is collected every Thursday three items or less, anything with Freon must first have the Freon removed and tagged before they will take it. Your homes must be maintained in such a manner as to be safe, sanitary and weather tight. Your grass must be kept below a 6” level within a reasonable amount of time, you can not sweep you grass cuttings into the street; it is illegal to do this. After sweeping up you grass put in a trash bag and the trash haulers will take this (weight restricted). As far as those projects that we all have to do to maintain our properties you are required to apply for a Building Permit with the exception of Painting, Carpeting and Landscaping. If you hire a contractor to do you improvements the contractor must apply for a Contractors License and proof of Insurance THIS IS TO PROTECT YOU! Here are some tips in hiring a contractor: Always ask for references Make sure they have insurance Never pay a contractor in full until the ENTIRE job is complete If the contractors is asking for most of the money up front that is not good. 50% should be more than enough if they are reputable contractors. All contractors must be licensed in the Borough to work in the Borough Again thank you for giving me the opportunity to serve you.
